DHA is looking for a Contracts Manager to support our headquarters in Washington, DC. This position requires you to obtain and maintain a Top Secret Clearance.   Summary As the Contract Specialist you are critical to the company’s stability and corporate reputation with clients, partners, subcontractors and vendors. You will be the corporate face of the company to our clients and partners. Your work will also form the foundation for supporting internal and external audits. You must be detail oriented and deadline driven. Your work must be correct because it represents legal commitments by DHA to external entities. Your work must be complete and organized as it becomes the corporate repository and has immense future value.   Your work is a catalyst for teaming arrangements, pursuit of new work and continuation contracts and tasks. Therefore you must be able to juggle many concurrent demands on your time and skills. You must know where each work product is and what is needed to move every product towards completion. You need to know who or what you are waiting for to continue progress on each task.   Your work environment will be an ever increasing cacophony of tasks, meetings, emails, files, phone calls, conference calls and repository maintenance. We will start you with the basics such as repository structure, file naming conventions and how your position integrates into the daily operating rhythms of DHA corporate life. We will quickly move you to more complex tasks such as formal Non-Disclosure Agreements (NDAs), and then formal Teaming Agreements (TAs). NDAs and TAs will require you to develop an excellent working relationship with our outside counsel – currently Nelson Blitz of Executive Counsel.   We will incorporate you into the Weekly Coordination Sessions where you will learn how to report and coordinate progress of each contractual activity for which you are responsible. First you will observe and then slowly you will be expected to present an ever increasing percentage of the contractual activity within DHA. Eventually you will become fully responsible for reporting all ongoing and recently completed contract actions to the DHA Corporate Staff.   You are an incredibly important part of DHA and will need to become comfortable being individually responsible for a large workload. You will become a true expert in the contract activities of a US Federal Government IT Solutions Company.   Specific Performance Expectations   Professional and Inviting External Presence You must be able to present a professional face for DHA to all of our external partners. This includes clients, prime contractors, subcontractors, partners and vendors. You will need to find a way to present DHA as a center of excellence in the creation and administration of contract and relationship materials and information. You must be able to do this while projecting a warm and inviting presence. The real magic or art of this position is mastering the ability to project excellence, confidence and expertise in manner that makes people want to work with you and with DHA. You will take months or even years to get truly great at this unique mixture of talent and capability.   Contract Repository You must become flawless in the storing of our contract materials in DHA’s contract repository. You will have to develop the daily discipline of considering no contract task complete until you have stored the working and final products in our repository. You must be able to learn the structure and reasoning behind the structure of our repository. You must be able to learn, understand and maintain the naming conventions implemented in our repository. Your thoughts and ideas on how to do it better and more efficiently are always welcome. However, you will make no changes to our structure or naming conventions without close coordination and approval prior to making any changes. It may seem strange or inefficient, but our current repository has been constructed over many years and serves our operational needs quite well.   Contract Documentation You must learn the skillset of creating, providing, negotiating and maintaining DHA’s contract documents. There are a LOT of them including Request For Proposals (RFPs), Request for Quotations (RFQs), Proposal Documents including Technical, Management, Personnel and Cost materials, Award Documents, Purchase Orders and Modifications to all of these. Our contract documents also include NDAs, TAs, Subcontracts, Task Orders either from DHA to our partners or from our Partners to DHA. Our contract documents also include contracts for what could be perceived as silly items such as caterers, restaurants for parties and other corporate events.    About DHA  Founded in 1994, DHA Group, Inc. (DHA) has served U.S. Intelligence and Law Enforcement Communities for nearly 20 years, responding with professionalism, innovation, and commitment on Federal tasks and programs. DHA provides the pillars needed to ensure optimal organizational growth and expansion in the areas of Program Management, Operations Support, Information Technology and Systems Engineering, and Facilities and Logistics.
